Trash is priced per container, not per square foot

Trash removal is the one common task category where ISSA 447 does not run on a square-foot production rate. It runs on a per-receptacle time standard, because the time it takes to service a can barely correlates with the floor area around it. A 10-gallon can under a desk in a 40,000 sq ft office takes about the same 20 to 30 seconds to pull whether the office is large or small. What actually drives trash labor time is receptacle count, liner size, distance to the closest disposal point, and whether the can needs a fresh liner every visit or only when soiled.

Why per-stop time varies as much as it does

Four factors explain almost all the variance between a 20-second stop and a two-and-a-half-minute one:

  • Liner change frequency: a can that only needs a liner swap when visibly full takes roughly half the time of one that gets a fresh liner every visit regardless of fill level
  • Distance to disposal point: a desk-side can within 20 feet of a hallway collection cart adds seconds; a can that requires a walk to a compactor two floors away adds real minutes, and that time compounds across dozens of stops per shift
  • Receptacle size and weight: a 10-gallon office can is a different task than a 44-gallon kitchen or loading-dock drum that needs to be wheeled, not carried
  • Recycling and multi-stream sorting: separating paper, cans, and landfill at each stop roughly doubles handling time versus a single-stream can

Worked example: a 3-floor office building route

Consider a night crew servicing a three-floor, 90,000 sq ft office building. The receptacle count and time budget looks like this:

Multiply by a 1.15 burden factor for cart staging and travel between floors and the effective figure lands near 1.6 hours nightly, roughly 416 hours a year across 254 service nights. Costing it out: what trash service actually costs per year

Take the 416 annual hours above and apply a fully burdened labor rate. Using the BLS median wage for janitors and building cleaners of $17.71/hr (May 2024) and a conservative 1.20 burden multiplier for FICA, unemployment tax, and workers compensation, the fully burdened rate is about $20.72/hr. Trash handling alone on this building costs roughly $8,620 a year in labor — before liners, bags, and disposal fees, which typically run another $0.03 to $0.08 per sq ft annually depending on local hauling rates and whether the building pays for compactor service separately.

Where contractors underbid trash without realizing it

The most common underbid happens when a contractor prices trash as a flat per-sq-ft add-on copied from a previous bid, without counting actual receptacles on a walkthrough. A building with unusually dense desk-side can placement, or one with a compactor located far from the service elevator, can run 20 to 35 percent above a generic estimate. Two fixes work well in practice: count receptacles room by room during the site walk rather than estimating from a floor plan, and time a handful of representative stops with a stopwatch on the walkthrough itself. Fifteen minutes with a stopwatch during the site visit is usually enough to catch a compactor-distance problem before it becomes a margin problem six months into the contract.

Building trash into a multi-task bid without double counting

Trash removal rarely runs as a standalone visit. On most nightly office accounts, the same technician pulling trash is also vacuuming, dusting, and spot-mopping in the same pass through a room. That means trash time should be additive to the room-level task list, not layered on top of a blended sq ft rate that already assumes some undefined amount of trash handling baked in. The cleanest practice is to isolate trash as its own line item, priced per receptacle and per compactor trip, and keep every other task priced on its own basis. When a bid template blends trash into a single sq ft number for the whole nightly service, it becomes almost impossible to catch the underbid until receptacle counts change and nobody notices why hours crept up.

For accounts with a day porter shift layered on top of the night crew, split trash tracking by shift as well as by task. A day porter servicing a lobby can three times during business hours is a different cost bucket than the night crew's single pass through the same lobby, and conflating the two shifts under one trash line item makes it hard to tell whether the day porter add-on is actually paying for itself.
