Post-construction cleaning (PCC) is a three-phase specialty service required at the conclusion of every commercial construction and major renovation project. It differs from commercial cleaning in scope complexity, hazard profile, and pricing model. Done correctly, it is also one of the highest-margin specialty services in the cleaning industry — projects run $15,000–$200,000 for mid-size commercial builds, and the GC relationship is a repeatable lead source.
The Three-Phase PCC Model
Post-construction cleaning is universally scoped in three phases. GCs and owners understand this model — use this terminology in your proposals.
Phase 1: Rough Clean (During Construction)
Timing: Ongoing during the construction phase, typically 1–3 sessions before drywall close. Scope: Removal of construction debris (lumber scraps, drywall cut-offs, cardboard, packaging), dust broom of subfloor surfaces, window frame rough wipe, sticker/tape removal from structural elements. Who performs it: Often the GC's own laborers or a debris-hauling subcontractor. Specialty cleaning companies that pursue PCC work should offer rough clean as a package component to capture the Phase 2/3 relationship. Pricing: $0.05–$0.12/sq ft, or by weight of debris removed.
Phase 2: Construction Clean (Pre-Punch)
Timing: After all major trades complete work — before the GC's punch walk with the owner. Scope: This is the substantive cleaning phase:
- All surfaces: walls, ceilings, sills, doors, door frames
- Window cleaning: interior glass + frames (no exterior glass — that requires separate scaffold/lift planning)
- Hard floor prep: grout haze removal from tile, adhesive removal from concrete, initial buff on VCT
- Fixture wipe-down: light fixtures, HVAC registers, plumbing fixtures — remove protective coverings
- Restroom construction clean: tile scrub, grout haze removal, fixture sanitization
- Kitchen/break room: equipment clean (first-time sanitization of commercial kitchen if applicable)
- Elevator cab: protective pads removed, interior cab cleaned Pricing: $0.15–$0.30/sq ft depending on finish level (standard commercial vs high-end residential build)
Phase 3: Final Clean (Certificate of Occupancy / Owner Move-In)
Timing: 24–72 hours before the certificate of occupancy inspection or owner move-in. Scope: The most detail-intensive phase:
- All glass: interior + exterior (may require separate window cleaning contractor with equipment)
- Final floor finish: VCT wax, polished concrete buffing, carpet extraction if installed
- Touch-up after punch: address any re-work smudges, paint touch-up drips, caulk residue
- High dusting: light fixture clean-out, diffuser wipe, ceiling fan blades
- Final restroom sanitization + fixture polish
- Pressure washing of building entrance/hardscape if in scope Pricing: $0.25–$0.50/sq ft for standard commercial; $0.45–$0.80/sq ft for high-end finishes (marble, large-format tile, specialty glass)

Post-construction environments are governed by OSHA's 29 CFR 1926 Construction Standards, not the general industry 1910 standards that apply to commercial cleaning. This distinction matters: your employees performing Phase 1 and Phase 2 work on an active construction site are subject to construction safety standards.

Silica is the highest-frequency hazard: Drywall dust and concrete grinding residue in Phase 1/2 clean can contain respirable crystalline silica. OSHA's silica standard for construction (1926.1153) requires a written Exposure Control Plan, engineering controls (wet methods or HEPA vacuum), and respiratory protection for all tasks with an Action Level above 25 µg/m³ as an 8-hour TWA.

Bidding and Relationship Strategy
Post-construction cleaning contracts are won through GC relationships, not inbound marketing. The bid acquisition model:
- Target GCs and owners' representatives: General contractors issue the PCC bid. Owner's reps at large commercial developers may specify PCC contractors in the project manual.
- Prequalification: Major GCs run a subcontractor prequalification process (often through Procore or Textura). You need: business license, contractor's license (if required by state for PCC), OSHA 300A log, Certificate of Insurance (GL minimum $1M occurrence/$2M aggregate + umbrella at $5M for large projects), W-9.
- Scope review is critical: Read the GC's scope of work. Confirm: who removes construction debris (GC or you?), who performs exterior glass cleaning (window cleaning sub or you?), who cleans mechanical rooms and electrical rooms?
- Schedule float: Construction projects run late. Build a contingency into your pricing for a forced 2-week delay (storage, crew reallocation cost). Quote a "mobilization date range" not a fixed start date.
Staffing Post-Construction Jobs: Crew Size and Composition
Post-construction cleaning requires careful staffing because timeline pressure is real — a general contractor facing a certificate of occupancy deadline cannot absorb a 2-day delay from understaffed cleaning.

Always staff for your committed completion date — not for average production. Post-construction cleaning typically runs 20–30% slower than estimated due to unfamiliar building layouts, access coordination with punch list trades, and first-service inefficiencies. Buffer your staffing accordingly.
Crew composition: Post-construction cleaning does not require highly specialized certifications for the standard scope, but supervisory experience matters. Assign your most experienced cleaning supervisor as project lead — someone who knows how to coordinate a multi-technician team in a complex multi-zone environment and who can handle scope questions from GC superintendents on the fly.
Building a Post-Construction Cleaning Sales Pipeline
Post-construction cleaning is sold to general contractors, construction managers, and owners' representatives. The sales cycle is different from recurring commercial cleaning — it is project-based with a 4–12 week lead time from pre-bid to project award.
Prospecting sources:
- Local building permit database: Available through your city or county building department; new commercial permit applications indicate upcoming construction projects. Permits are public records — identify projects and contact the GC.
- AGC (Associated General Contractors) local chapter: Most GCs are AGC members; attending local chapter events creates relationships with estimators and project managers who award post-construction cleaning subcontracts.
- Dodge Data & Analytics (ConstructConnect): Commercial construction project database with GC contact information; subscription service used by specialty subcontractors for prospecting.
- LinkedIn: General contractors, construction project managers, and owners' representatives are directly reachable for relationship building and cold outreach.
Proposal differentiation: General contractors select post-construction cleaning subcontractors primarily on reliability and quality — not lowest price. The GC's reputation is on the line at certificate of occupancy. A proposal that emphasizes your documented QC process, phase-by-phase checklist, crew management capability, and insurance credentials ($2M+ CGL) wins more post-construction cleaning bids than a low-price submission.
Key Risk Management: Change Orders
Post-construction cleaning scope invariably expands beyond what was bid. Effective change order management protects your margin:
Document scope changes in writing immediately. When the GC requests additional scope (clean additional floors, extend timeline, add specialty surfaces), confirm the additional price in writing — email is sufficient — before performing the additional work.
Hourly rate change order provision. Include a stated hourly rate for out-of-scope work in your original contract: "Additional work beyond the defined scope will be billed at $65/technician-hour plus materials." This prevents disputes when change orders arise and ensures you are compensated fairly for scope expansion.
Final billing on GC sign-off. Submit final billing only after the GC has signed off on completion. GCs who have accepted your work are significantly less likely to dispute invoices than those who receive invoices before sign-off.
