OSHA 29 CFR 1910.66: Powered Platforms
Applies to all powered platforms used for building maintenance above the first story. Key requirements:
- Platform certification: Powered work platforms (stages) must be certified by a qualified person before initial use
- Annual inspection: Written annual inspection of all powered platform components by a qualified person
- Employee training: Workers must be trained on emergency procedures, platform operation, and fall protection before working on elevated platforms
- Personal fall arrest system: Every worker on a powered platform must use a personal fall arrest system (PFAS) with a separate lifeline independent of the platform
- Outrigger testing: Each outrigger must be proof-tested to 125% of rated load before initial use
ANSI/IWCA I-14.1 Window Cleaning Safety Standard
The International Window Cleaning Association standard governs window cleaning operations at all heights, including ladder work, boom lift access, and rope descent systems. It is widely adopted as the reference standard in insurance requirements and customer contracts for high-rise window cleaning.
SPRAT Certification
The Society of Professional Rope Access Technicians (SPRAT) certifies workers at three levels (Worker, Competent Person, Supervisor) in rope access systems for industrial applications including window cleaning. SPRAT Level 1 Worker certification requires:
- Demonstrated competency in rope access rigging, descending, and emergency rescue
- Written examination
- Practical skills assessment
Many commercial building owners now require SPRAT certification or equivalent as a contract prerequisite for rope access window cleaning.
