A lot of cleaning company owners hear "NASPO ValuePoint" and assume it is a janitorial services contract they can bid into like a state IFB. It mostly is not, and getting that distinction right will save you a wasted proposal cycle. NASPO ValuePoint is the cooperative purchasing arm of the National Association of State Procurement Officials. Its current facilities-related portfolio, Facilities Maintenance, Repair and Operations (MRO) and Industrial Supplies, led by the State of Kentucky, covers janitorial supplies, equipment, and sanitation cleaning chemicals, not labor-based cleaning services, according to NASPO's own award announcement. If your business sells paper products, degreasers, floor finish, or equipment alongside your labor, this cooperative is directly relevant. If you sell pure custodial labor, NASPO ValuePoint is a channel worth watching for future portfolios but is not, as of this writing, a janitorial-services vehicle the way state term contracts often are.

How the Lead State Model actually works

Every NASPO ValuePoint portfolio follows the same mechanic. Where a BSC actually fits into this cooperative

Three realistic paths exist for a commercial cleaning company. Do not confuse a NASPO Participating Addendum with automatic access to buy from an awarded supplier at scale without paperwork. Purchasing entities still place orders under their own authority, subject to their state's own statutes and the Chief Procurement Official's approval, so a city or school district using a NASPO contract for cleaning chemicals is still operating within its normal purchasing rules, just without re-running the competitive solicitation itself.
