Rail Cleaning Market Structure
Three Contract Types
1. Amtrak National Contracts: Amtrak procures cleaning services through its contracts office in Washington, D.C. National contracts cover cleaning at Amtrak facilities (stations, crew base facilities) and may include on-board car cleaning at maintenance-of-way yards. These are large-scale, multi-year procurements typically too large for single-location BSCs.
2. Commuter Rail Authority Contracts: The 30+ commuter rail systems in the US (MBTA, NJ Transit, SEPTA, Metra, Caltrain, etc.) are operated by state or regional transit authorities and procure cleaning through state-level RFP processes. These are accessible to mid-size BSCs with Davis-Bacon compliance and transit bonding capacity.
3. Maintenance Yard Facility Cleaning: The maintenance facilities (yards) where rail equipment is serviced are conventional commercial facilities (office, shop, break room) supplemented by specialized car-wash track areas. Yard cleaning contracts are often separate from car cleaning and may be accessible to BSCs without rail-specific experience.

Rail Car Cleaning Scope
Interior Car Cleaning (End-of-Line or Layover)
End-of-line cleaning is performed when trains reach their terminal station or layover point before returning to service. This is the most common BSC contract scope for commuter rail:
Typical end-of-line scope per car (15–20 minutes):
- Police seats and floors for trash; empty overhead bin area trash
- Spot-wipe seat backs and armrests with EPA List N disinfectant wipe
- Quick mop or wet-wipe aisle floor
- Restroom service: flush, spot wipe surfaces, re-stock tissue if applicable
- Flag any vandalism, broken seats, or graffiti on transit condition report
Full end-of-run cleaning (at yard, 45–75 minutes per car):
- Remove all loose debris; police under seats
- Vacuum all seat cushions and backrests
- Disinfect all contact surfaces: seat armrests, grab poles, door buttons, vestibule handrails
- Floor scrub (typically linoleum or rubber flooring)
- Restroom deep clean: fixture scrub and disinfect, floor mop, consumable restock
- Exterior window exterior wash (may be handled by car wash track rather than manual labor)
Restroom Cars (Superliner and Long-Distance Amtrak)
Long-distance Amtrak trains have dedicated restroom cars with higher cleaning demands:
- Full restroom fixture clean and disinfect every 4–6 hours on long-distance routes
- Waste tank servicing at station stops is train crew responsibility; BSC cleans the environmental surfaces only
- OSHA BBP exposure: long-distance restrooms have higher needle/sharp find rates; ensure BBP training and PPE for restroom-cleaning staff

Station Cleaning Scope
Rail station cleaning is often contracted separately from car cleaning. Scope typically includes:
- Platform: Sweep and spot-clean; empty trash receptacles; salt/sand removal in winter climates
- Concourse and waiting areas: Full floor cleaning; seating wipe-down; restroom service
- Ticketing area: Counter wipe; glass cleaning; floor maintenance
- Restrooms: Full daily clean; high-frequency spot service during peak commute hours
Station restrooms in major commuter hubs (Penn Station NY, South Station Boston) have among the highest single-restroom usage rates of any public facility — fixture sets in major terminals may service 200–400 persons per hour during AM peak. Hourly restroom monitoring with staffing to match is the only way to maintain acceptable cleanliness.
Davis-Bacon and Prevailing Wage Compliance
All rail cleaning contracts funded by federal grants (FTA Section 5307, 5309) are subject to Davis-Bacon Act prevailing wage requirements. This means:
- BSC must pay federal wage determinations published by the Department of Labor for the applicable county and occupation code
- Wage determinations are published per-project in the solicitation documents and on SAM.gov
- Certified payroll reports (DOL WH-347 form) must be submitted weekly to the contracting agency
Failure to comply with Davis-Bacon results in back-pay liability, contract suspension, and potential debarment from future federal contracts. Verify wage determinations before bidding any federally funded rail contract.
