The Procurement Benchmark: Where You Should Be
Before optimizing, measure current supply cost accurately. Many BSCs underestimate because they only count chemical purchases and miss:
- Disposable supplies (trash liners, paper products, wipes)
- Microfiber and mop replacements
- Cleaning equipment consumables (pads, squeegee blades, vacuum bags/filters)
- Personal protective equipment (gloves, goggles, shoe covers)
- Janitorial cart and caddy replacements
True supply cost formula: (Chemical purchases + Disposables + Consumables + PPE + Small equipment) ÷ Total revenue × 100

Distributor Strategy: Jan-San vs. Big Box
The two main supply channels are janitorial-sanitation (jan-san) distributors and big-box retail (Costco, Sam's Club, Home Depot). Each has a role:
Jan-san distributors: The primary channel for growing BSCs. Regional distributors (Associated Building Maintenance, Interline Brands, AmSan, Sysco/Harrison) offer:
- Volume pricing breaks at case quantity
- Dilution control equipment (often free with chemical commitment)
- Technical training and SDS management
- Net-30 payment terms improving cash flow
- Product substitution support when items are back-ordered
Relationship building with distributors: The BSC that buys $60,000/year in supplies from one distributor gets pricing, equipment, and service that the BSC buying $5,000/year across three distributors cannot access. Consolidating 80% of purchases with one primary distributor is the standard strategy for accounts under $2M revenue.
Big-box supplemental: For emergency purchases, paper products in remote markets, and items not stocked by jan-san distributors. Never use as a primary channel — unit pricing is 40–80% higher than distributor pricing at equivalent volume.

Dilution Control Systems — The Highest ROI Procurement Decision
Dilution control systems (wall-mounted chemical dispensers that automatically dilute concentrated products) are the single highest-ROI supply chain investment for BSCs above $200K revenue.
How they work: Concentrated chemical is supplied in 1-gallon or 2.5-gallon containers (versus ready-to-use RTU). A dispensing system mixes chemical with water at the programmed ratio when a technician fills their bottle. Ratios are typically 1:32 to 1:128 (1 oz concentrate per 32–128 oz water).
Economics example:
- All-purpose cleaner RTU cost: $3.49/32 oz = $0.109/oz
- Same product in concentrate (1:64 dilution): $9.50/gallon = $0.074/oz base × 1/64 = $0.00116/oz delivered
- Cost per 32 oz delivered: $0.037 vs $3.49 — 94% reduction
Even accounting for equipment cost (dispensers typically $200–$800 per station, often provided free by distributor with chemical commitment), dilution control pays back in under 60 days for any account using more than 20 gallons of RTU cleaner per month.
Additional benefits:
- Eliminates over-dilution and under-dilution (both common with manual mixing)
- Reduces chemical exposure incidents — technicians never handle concentrate
- Simplifies SDS compliance — concentrate stored in locked room, only diluted product on floors
- Reduces packaging waste — single gallon concentrate replaces 64 RTU bottles
Inventory Management: Par Levels and Ordering Cadence
Reactive purchasing — ordering when you run out — creates three problems: emergency freight charges, job disruption when products are unavailable, and inability to negotiate volume pricing. Systematic par-level management solves all three.
Setting par levels:
- Calculate monthly usage for each SKU across all accounts
- Set minimum stock (par) level = 2 weeks of usage
- Set reorder point = when stock reaches par level
- Set order quantity = 4 weeks of usage (monthly order)
Storage infrastructure: Each service vehicle should carry a 3-day supply of commonly used products. A central warehouse or storage unit holds the remainder. Products must be stored per SDS requirements — flammables segregated, corrosives in acid cabinet, temperature-sensitive products climate-controlled.
SKU rationalization: Most BSCs use too many products. A disciplined formulary covers 90% of cleaning tasks with 12–18 core SKUs. Fewer SKUs mean better volume pricing, simpler technician training, and easier compliance documentation.
Formulary Rationalization — The 80/20 Approach
Audit your current product list. Categorize every product:
- Keep: Used weekly across multiple accounts, no compliant substitute available
- Consolidate: Multiple products doing the same job — pick the certified one with best pricing
- Eliminate: Used once or twice per year for specialized tasks — source as-needed from distributor
